Taiwan Requires Additional Operational Information on Specific Priority Management Chemicals

On 12th September 2019, Taiwan Occupational Safety and Health Authority under MoL issued a notice requiring submission of additional operational information from the handling enterprises of 10 designated priority management chemicals. The additional information should be submitted through the online PRochem platform before 15th November 2019. The affected chemicals are shown in Table 1.

China Consults on Safety Guidelines for Chemical Laboratories

On 12th October 2019, China Chemical Safety Association (CCSA) issued a notice to seek public feedback on the draft of the Guideline of Safety Management for Chemical Laboratories, which is an association standard formulated by CCSA. Brief on Recent Developments in Thailand’s Hazardous Substance Act

Hazardous Substance Act (HSA) is the most major chemical regulation in Thailand, which has been revised four times since it was released in 1992. In April 2019, Thailand released the Hazardous Substance Act (No.4), which will take effect on 27th October 2019. The fourth revision focused on stating the definition of “transit” and separating it from “import” and speeding up the customs process by reducing repeat steps.

CICO, K-REACH’s SIEF System Finally Opens

On 7th October 2019, South Korea finally open the Chemical Substance Information Communicative Organization (CICO) to the public. CICO is the SIEF system used in K-REACH and is a hugely important topic for stakeholders. According to Article 10 of K-REACH, the existing chemical substances which are imported or manufactured over 1 ton per year shall complete pre-registration or late pre-registration to obtain a Grace Period for importation or production prior to formal registration. For enterprises that wish to register the same substance, it is necessary to join CICO first and then establish a "consortium" to prepare for joint registration during the grace period.

In September 2019, the Thailand Department of Industrial Work (DIW) under the Ministry of Industry (MOI) published the approved List of Hazardous Substances (No.5). The consultation on this amendment started in March.
