On January 12, 2026, the Solid Waste and Chemicals Management Technology Center (SCC) of China's Ministry of Ecology and Environment (MEE) issued a formal notification regarding the submission of the 2025 annual activity reports for new chemical substances. In accordance with the Measures for the Environmental Management Registration of New Chemical Substances (MEE Order No. 12), relevant registration holders are required to report on their production, import, and risk management activities conducted during the 2025 calendar year by April 30, 2026.
Scope
The reporting requirement is enforced under MEE Order No. 12, mandating post-registration tracking to monitor the environmental safety of specific registered substances. It specifies that the annual reporting requirement applies to holders of regular registration certificates falling into two categories:
New hazardous chemicals for priority environmental management that have obtained the Regular Registration Certificate under MEP Order No. 7.
New chemicals that have obtained the Regular Registration Certificate under MEE Order No. 12, on which annual reporting is specified as a post-registration obligation.
The SCC-MEE also provides a specific list of registration certificate holders subject to the 2025 reporting requirement, covering entities across Beijing, Shanghai, Jiangsu, Guangdong, etc.
Reporting Content
Companies must disclose the following details regarding the registered substance for the year 2025:
Actual production or import volumes.
Status of emissions into the environment.
The transmission of safety information to downstream users.
The implementation status of environmental risk control measures and management requirements.
The deadline for submission is April 30, 2026. The SCC-MEE emphasizes that all reported information must be truthful and accurate. The details regarding the registration holder, agent, and certificate number in the report must strictly match the information on the registration certificate.
