Japan Revises Use Categories under CSCL

The revisions to Japan’s Chemical Substances Control Law (CSCL) are still ongoing. This time it is the use categories that is revised, following the amendments to CSCL, the revisions to the enforcement order, the determination methods of specified new chemicals, and the release of the environmental emission factors. On Jul 5th, 2018, Japanese Ministry of Economy, Trade and Industry (METI), Ministry of Environment (MOE), and Ministry of Health, Labor and Welfare (MHLW) jointly issued the drafts of revised use categories and the emission factors for public consultation. The consultation will end on Aug 4th, 2018.

The Use Category is set up in order to classify chemical substances by their usage. For each use category, an emission factor is provided to estimate the emission amount. Enterprises are required to provide the precise usage of the chemicals for the annual report and the risk assessment.

The release includes two tables of emission factors. One for the screening assessment and the other for the risk assessment. It should be clarified that although the serial numbers of the use categories of these emission factors are the same with those of the emission factors for new chemicals notification (currently seeking public consultation), the values of the factors are not the same, because these emission factors are used for the assessment of the existing chemicals.
