Korea Revises Chemical Hazard Assessment Results under K-REACH

Following the designation criteria for acute hazardous substances to human health, chronic hazardous substances to human health and ecological hazardous substance, the structure and content of Chemical Hazard Assessment Results shall be updated accordingly.

On September 12, 2025,  by NICS Announcement No. 2025-23, South Korea’s National Institute of Chemical Safety (NICS) released the new version of Chemical Hazard Assessment Results to incorporate new designation criteria for toxic chemical substances, which align with the revised K-REACH and its Enforcement Rules. Moreover, the proposed additions of hazard assessment results have been adopted. The registered and assessed chemical substances under K-REACH in Annex 1 (New Chemical Substances Hazard Assessments Results) and Annex 2 (Existing Chemical Substances Hazard Assessments Results) are now issued with specific Given No., English names, CAS No., physical and chemical properties, hazard classification, and the determination of whether or not it is classified as “Acute hazardous substances to human health”, “Chronic hazardous substances to human health”, and/or “Ecological hazardous substances”.

South Korea’s National Institute of Chemical Safety (NICS) is currently soliciting comments on the proposed updates to the Chemical Hazard Assessment Results. Comments are welcome before August 11, 2025.

Background

Based on the revised K-REACH, toxic chemical substances will be classified into “Acute hazardous substances to human health”, “Chronic hazardous substances to human health”, and “Ecological hazardous substances” according to new designation criteria. Moreover, under the revised K-CCA, differentiated management measures will be imposed on them based on their hazards and risks. These revised provisions will come into force on August 7, 2025. In response to the reform, NICS recently proposed the following updates to the structure and content of two annexes under the Chemical Hazard Assessment Results. Once adopted, these updates will take effect immediately.

Proposed updates to Annex 1 – New Chemical Substances Hazard Assessments Results

  • To reorganize the structure of Annex 1, i.e., splitting the column of hazard assessment results into three columns to detail the physical and chemical properties, health hazards and environmental hazards; and add a specific column to clarify other matters required for safety management instead of displaying such information in the column of classification.

  • To add hazard assessment results of 45 previously registered new chemical substances (Given No. 2025-1 ~ 2025-45), of which two (Given No. 2025-3 and Given No. 2025-30) are acute hazardous to human health and two (Given No. 2025-24 and Given No. 2025-42) are ecological hazardous.

  • To update hazard information of 22 new chemical substances previously listed in Annex 1 according to the new designation criteria of toxic chemical substances.

Proposed updates to Annex 2 – Existing Chemical Substances Hazard Assessments Results

  • To reorganize the structure of Annex 2, i.e., adding a new row to clarify other matters required for safety management instead of displaying such information in the row of classification.

  • To add hazard assessment results of 51 previously registered existing chemical substances (Given No. 2025-584 ~ Given No. 2025-634), of which two (Given No. 2025-627 and Given No. 2025-633) are ecological hazardous.

  • To update hazard information of 21 existing chemical substances previously listed in Annex 2 according to the new designation criteria of toxic chemical substances.

These registered and assessed chemical substances in Annex 1 and Annex 2 are issued with specific Given No., English names, CAS No., physical and chemical properties, hazard classification, and the determination of whether it is classified as “Acute hazardous substances to human health”, “Chronic hazardous substances to human health”, and/or “Ecological hazardous substances”.
