On Jan 11th, 2018, Thailand Ministry of Industry (MOI) issued a government gazette detailing changes to the List of Hazardous Substances under the Hazardous Substances Control Act (HSCA). This is the 3rd time that MOI issued an official gazette to revise the list. With these changes made, the current List of Hazardous Substances is now in its 4th edition. The detailed changes are as follows (1 substances removed, 23 chemicals added, and 4 are modified):
Item 159, “methanol or methyl alcohol” is removed from sub-list 4.1;
New use conditions are added for item 7 and item 9 of sub-list 1.2 under the Department of Agriculture (DOA);
New use conditions are added for item 2 and item 3 of sub-list 4.3 under the Food and Drug Administration (FDA);
23 types of chemicals are added into list 5 which is regulated by Department of Industrial Works (DIW). Click here to see ChemLinked report for detailed information.
The substances included in the List of Hazardous Chemicals are subject to various compliance obligations based on their hazard types, including notification, registration, applying for permits, etc. But it should be noted that non-listed substances still need to be notified to DIW if they have one of the 10 hazardous properties specified by DIW. The notified substances will be added to the List of Hazardous Chemicals as sub-list 5.6 and eventually included in Thailand’s national chemicals inventory.
