Thailand Department of Industrial Works (DIW) submitted a notification on Aug 10th 2017 to WTO on some changes to the List of Hazardous Chemicals under Thailand’s main chemical regulation, the Hazardous Substances Control Act (HSCA).
The List of Hazardous Chemicals was published by the Ministry of Industry (MOI) in 2013 as a supporting document to HSCA and was revised from time to time afterwards. The last revision was made in this January. The main changes notified to WTO this time relate to List 5, which is under the management of DIW:
According to the Minamata Convention, mercury (I) chloride, mercury (II) sulfate, mercury (II) nitrate are added into the List 5.1 as Type 3 chemicals and need to be registered and obtain a permit of manufacture, import, export and possession.
According to the Stockholm Convention, 15 Persistent Organic Pollutants (POPs) are added into List 5.1 as type 3 chemicals, which include:
Hexabromodiphenyl ether and heptabromodiphenyl ether:
Perfluorooctane sulfonic acid (PFOS) and Perfluorooctane sulfonyl fluoride (PFOSF):
Tetrabromodiphenyl ether and Pentabromodiphenyl ether

2,2',4,4',5-pentabromodiphenyl ether (BDE-99 CAS No. 32534-81-9)

2 sprout inhibitors which are 1,4-dimethyl naphthalene and isopropyl N-(3-chlorophenyl) carbamate or chlorpropham are added into List 5.1 as type 3 chemicals.
A precursor chemical, 1-phenyl-2-nitropropene is added into List 5.1 as a type 3 chemical.
Silane is added into List 5.1 as a type 3 chemical.
Besides, some other changes are made to List 4 which is under the management of Thailand FDA. The changes to the List are expected to be adopted and implemented this September.
