China’s Draft Hazardous Chemicals Safety Law Submitted for Third Reading
On December 19, 2025, the Legislative Affairs Commission of the National People’s Congress (NPC) Standing Committee announced that the draft Law on Hazardous Chemicals Safety will be submitted for its third reading at the 19th session of the 14th NPC Standing Committee. During a press conference, spokesperson Mr. Huang Haihua detailed the draft’s provisions, emphasizing that the legislation is designed to strengthen accident prevention measures and safeguard public safety.

China to Revise Mandatory National Standards for Adhesives and Cleaning Agents

GCC Member States to Adopt UN GHS Rev.10
On December 17, 2025, Gulf Cooperation Council (GCC) member states, including the United Arab Emirates, Bahrain, Kuwait, Oman, Qatar, and Yemen, notified the World Trade Organization (WTO) of the Final Draft of The Global Harmonized System (GHS) in Gulf Standardization Organization (GSO) Member Countries. This initiative aims to establish the mandatory framework for the classification and labelling of chemicals aligned with the UN GHS Rev.10. The notification initiates a 60-day comment period ending on February 15, 2026, after which the regulation is expected to proceed toward formal adoption.

Washington State Expands PFAS Restrictions for More Consumer Products
The updated regulation introduces new prohibitions on the manufacture, sale, and distribution of three specific categories of consumer products containing intentionally added PFAS, effective January 1, 2027. China Announces Import and Export License Exemptions for Thionyl Chloride
On December 12, 2025, China’s Ministry of Industry and Information Technology (MIIT), the Ministry of Commerce (MOFCOM), and the General Administration of Customs (GACC) jointly issued an announcement regarding the optimization of supervision measures for the import and export of lithium thionyl chloride batteries. Effective January 1, 2026, specific batteries and battery packs containing limited amounts of thionyl chloride (CAS No. 7719-09-7) will be exempt from certain import and export licensing requirements, streamlining the compliance process for qualifying products.
