China MEM Mandates Safety Supervision and Licensing for Five Newly Listed Hazardous Chemicals
On April 28, 2026, the General Office of China’s Ministry of Emergency Management (MEM) issued an official notice mandating strict safety supervision for five chemicals recently added to the Inventory of Hazardous Chemicals (2015). The directive requires all affected enterprises handling these substances to finalize chemical registrations and secure appropriate hazardous chemical licenses by July 31, 2026.

UK Proposes Amendments to POPs Regulation, Restricting Five New Chemicals
On April 29, 2026, the United Kingdom’s Department for Environment, Food and Rural Affairs (DEFRA) notified the World Trade Organization (WTO) of draft legislation to amend the assimilated Persistent Organic Pollutants (POPs) Regulation (Regulation (EU) 2019/1021).

Taiwan to Ban Methoxychlor, Dechlorane Plus, and UV-328, Effective July 1, 2026
Effective July 1, 2026, methoxychlor, dechlorane plus, and UV-328 are regulated as toxic chemical substances, aligning with the Stockholm Convention, as they are listed in Annex A as industrial POPs targeted for global phase-outs. The amendments also tighten controls on existing regulated toxic chemical substances, including mercury and tetrachloroethylene.

China Initiates Revision of GB 38508 Standard for VOC Content Limits in Cleaning Agent
China has officially commenced the revision process for its mandatory national standard, GB 38508-2020 Limits for volatile organic compounds content in cleaning agents. The National Standardization Administration Committee formally announced the revision plan for GB 38508 in March 2026. In alignment with the Ministry of Industry and Information Technology's (MIIT) overall standardization agenda, the revision is slated for completion within 2026.
