Korea Annual Reporting Deadline Set for June 30th 2016

Speaking at ChemCon Europe 2016 in Amsterdam, the Netherlands on 16 Mar, Ms. Yu Kyung Kim from South Korea’s Ministry of Environment introduced K-REACH and its current implementation. In addition to outlining Korea’s progress in new chemical registration and LR election for the first batch of priority existing chemical substances (PECs), she urges stakeholders to pay attention to the deadline for the submission of first year annual reports under K-REACH.

The submission of the first annual report started on Jan 1st of 2016 and will end on 30 Jun 2016. New chemical substances regardless of volume and existing chemical substances traded or manufactured in volumes of 1 ton or more in the previous year (Jan 1-Dec 31) will be required to submit annual reports.

Annual report is submitted through the IT system and reviewed by the Basin Environmental Agency or Regional Environmental Agency where your legal business address is registered. In Korea, there are 4 basin environmental agencies and 3 regional environmental agencies.

According to the newly issued Guidance on Reporting by Overseas Manufacturer or Producer (CL news), the basic information could be prepared by the Korean importer, and overseas manufacturers/producers can request the importer to provide a log-in ID for direct submission of some designated information of CBI concern without disclosure to importers. According to Ms. Yu Kyung Kim, an English interface has been developed to facilitate overseas manufacturers/producers in such kind of special submission. However this English interface has not been rolled out for the whole IT system. 

When annual reporting finishes, there is no certificate or proof issued by the authority as all results and confirmations are stored and issued on the IT system. The information gathered through annual reporting will facilitate the follow-up designation of priority existing chemicals (PECs) in Korea, namely the Batch 2 and Batch 3 PECs.

Ms Yu Kyung Kim urges stakeholders to actively participate in annual reporting. Any people who do not submit the annual report of chemical substance or falsely report shall be punished by imprisonment for not more than 3 years or by a fine not exceeding 50 million won.
