China MOT to Revise Multiple Regulations on Transport of Dangerous Goods (March 3rd, 2021) 

On March 3, 2021, the Chinese Ministry of Transport (MOT) published its annual legislative plan for 2021, in which multiple regulations concerning transport of dangerous goods are expected to be revised in the near future. A new law, which is called the Transport Law for the moment, is also included in this year’s legislative plan. It remains to be seen how much purview it has over the transport of dangerous goods. China MEE Soliciting Computational Toxicological and Exposure Prediction Software/Model (March 4th, 2021)

On March 4, 2021, the Solid Waste and Chemicals Management Center (SCC) under the Chinese Ministry of Ecology and Environment (MEE) published a notice to solicit computational toxicological and exposure prediction software/models for chemical substances. The models and software, once adopted, will play an important role in the decision-making work of the MEE. (CL news)

China Guangdong Province Consults on the Grading Rules for Key VOCs Industries (March 12h, 2021)

On March 12, 2021, Department of Ecology and Environment of Guangdong Province issued a notice [1] to solicit public comments on the draft of Guangdong Province Key VOCs Industry Grading Rules. The Rules applies to 13 key VOCs emission industries in Guangdong Province, and classifies enterprises into 3 categories. Differentiated indicators for each key industry are formulated in the Rules, covering the source replacement, fugitive emission, process control, and terminal governance 4 aspects. (CL news)

China Customs Return Imported Coatings with Hazardous Substances Exceeding the Standards

Since the beginning of 2021, local customs have tightened the importation of coatings and other products. So far, there have been several cases in which products were returned due to non-compliance with mandatory national standards. It could be predicted that all imported products subject to the VOC standards will be inspected whether in compliance by local customs. The imported coatings and other products that do not meet the requirements for limits of harmful substances will be returned or destroyed, importers shall pass the implementation information of relevant standards to overseas manufacturers in advance to ensure product compliance. Taiwan, China

Taiwan to Regulate Ammonium Nitrate and Hydrogen Fluoride as Concerned Chemicals (March 29th, 2021)

Taiwan EPA is consulting on the draft revisions to the Categories and Management of Handling for Concerned Chemical Substances Regulation. As proposed, ammonium nitrate and hydrogen fluoride will be designated as the second and third concerned chemicals. The listing will trigger further regulatory actions under Taiwan TCCSCA. (CL news)

Taiwan Rolls out Updated Tool “ChemistPecX” for PEC Standard Registration (March 31st, 2021)

Taiwan has updated the registration tool “ChemistPecX” to improve some functions to facilitate offline preparation of phase II existing chemical registration dossier, namely registration of priority existing chemical substances (PECs). (Read more)

Taiwan Requires Annual Reporting of Registered Chemical Substances before September 30th, 2021 (March 31st, 2021)

Taiwan’s annual reporting of registered new and existing chemical substances starts. Registrants shall report through the IT system between April 1st to September 30th, including the registrant information, registration number, and last year’s volume of manufacture or importation. (Read more)


South Korea

South Korea to Expand Definition of Existing Chemical Substances (March 2nd, 2021)

South Korea’s MoE is planning to expand the definition of existing chemical substances. As proposed, hydrates, anhydrides or isomers of an existing substance, and a reaction product consisting of two or more existing substances which cannot be separated by technical means and is circulated as a whole in South Korea will be regarded as existing chemicals. South Korea to Reinforce Consumer-use Biocides Safety Management (March 8th, 2021)

South Korea consulted on the draft amendments to the Designation of Consumer Chemical Products Subject to Safety Verification and Safety and Label Standards, including adding lubricants as consumer chemical products, restricting or prohibiting some substances in lubricants, etc. (CL news)

South Korea Publishes English Leaflet for Implementation of New MSDS Rules (March 31st, 2021)

It’s been almost three months since South Korea implemented the new MSDS rules on January 16, 2021. KOSHA recently published an English leaflet illustrating the detailed requirements on submission of MSDS and CBI non-disclosure application. Click here to download the English leaflet. (CL news)


Japan

Japan MHLW Adds 187 Existing Chemical Substances under ISHL (March 26th, 2021)

On March 26, 2021, the Japanese Ministry of Health, Labor and Welfare (MHLW) published on the official gazette 187 chemical substances as existing chemical substances under the Industrial Safety and Health Law (ISHL). The substances were assigned with ISHL numbers from 29057 to 29243. Since these chemical substances are regarded as existing chemicals now, the manufactures and importers of such substances will no longer need to notify them as new chemical substances under ISHL. Japan Authorities Remove Five Substances from the List of Priority Assessment Chemicals (March 31st, 2021)

On March 31, 2021, the Japanese MHLW, Ministry of Economy, Trade and Industry (METI) and Ministry of the Environment (MOE) announced that five substances are removed from the List of Priority Assessment Chemicals under the Chemical Substance Control Law (CSCL). (Read more)


Thailand

Thailand Updates the Requirements for the Declaration of Hazardous Substances under the Authorization of DIW (March 2nd, 2021) 

On March 2nd, 2021, Thailand issued the Notification of Ministry of Industry Subject: Declaration of the hazardous substances under the authorization of Department of Industrial Works by producer, importer, exporter or possessor (No.2) B.E. 2563 [1] on the government gazette. In the Notification on the Declaration (No.2), paragraph 1 of Article 4 is updated, which details the declaration. In addition, the annexed list of hazardous substances is expanded, now 206 substances are included. The declaration is required when the volume of a listed hazardous substance that is manufactured imported, exported, or possessed exceeds 100kg per half-year. (CL news)


Australia

Australia SWA Updates Classification of 1,219 Hazardous Chemicals on HCIS (March 6th, 2021)

In early March 2021, Safe Work Australia (SWA), Australia’s top body for work health and safety, announced the completion of an update of the Hazardous Chemical Information System (HCIS), an internet advisory service it provides to help businesses and individuals find information on chemicals that have been classified in accordance with GHS requirements. The update adds or updates the classification of 1,219 hazardous chemicals. (CL news)
