Shanghai Publishes Use Safety Management Guidelines of Hazardous Chemicals in Industrial and Trade Enterprises (Trail)
On November 29, 2021, Shanghai Emergency Management Bureau published the Guidelines for the Use Safety Management of Hazardous Chemicals in Industrial and Trade Enterprises in Shanghai (Trial) (hereafter referred to as the Guideline). The Guidelines will come into force on January 1, 2022, and will be valid for two years. Compared with the consultation version published on August 23, 2021 (ChemLinked news), there are some changes in the final version. (CL news)
China Releases Revised Measures on the Management of Transfer of Hazardous Waste
On November 30, 2021, China released revised Measures on the Management of Transfer of Hazardous Waste. Major revisions include clarifying the general responsibilities of relevant parties in the transfer of hazardous waste, advocating the short-distance transfer of hazardous waste, strengthening the information management of hazardous waste transfer, and optimizing approval services in trans-provincial transfer of hazardous waste. China MEE Publishes Revised Hazardous Waste Exclusion Management List (December 2, 2021)
On December 2, 2021, China MEE published the revised Hazardous Waste Exclusion Management List. There are a few changes compared with the consultation version published on September 26, 2021. "Waste water-based drilling mud" is replaced by "waste water-based drilling mud and cuttings". Besides, there are changes to the description of hot dip galvanizing scum and bottom slag, as well as waste generated in the production of seven types of resins. (CL news)
China Issues Industrial Green Development Plan to Tackle Climate Change (December 3, 2021)
On December 3, 2021, China’s Ministry of Industry and Information Technology (MIIT) published the Industrial Green Development Plan (2021-2025), with the aim of implementing the Action Plan to Hit Carbon Emission Peak by 2030, seeking to lower carbon emission intensity and reduce pollutants emission as well as to promote emerging green industries. Japan MHLW Consults on Revision of the List of Poisonous and Deleterious Chemicals (December 1, 2021)
On December 1, 2021, Japanese Ministry of Health, Labor and Welfare (MHLW) consulted on the revision of the list of poisonous and deleterious chemicals[1] designated under the Poisonous and Deleterious Substances Control Law (PDSCL). The consultation will end on December 30, 2021. The revision is scheduled to be officially announced at the end of January, 2022, and will be implemented in early February, 2022. (CL news)
Japan Consults on Adding 234 Substances for Mandatory SDS and Labeling Requirements under ISHL (December 16, 2021)
On December 16, 2021, the Ministry of Health, Labor and Welfare (MHLW) consulted to add 234 substances to Schedule 9 of the Enforcement Order of ISHL, with corresponding content thresholds for providing SDS and labels in Schedule 2 of Ordinance on Industrial Safety and Health. The list with CAS RN for 234 substances is available on the website of the National Institute of Occupational Safety and Health (JNIOSH). The deadline for comments is January 14, 2022. The revisions are expected to be released in February 2022 and implemented in April 2024. A one-year buffer period will be granted until March 31, 2025. (CL news)
Japan MHLW Adds 196 Existing Chemical Substances under ISHL (December 27, 2021)
On December 27, 2021, the Japanese Ministry of Health, Labor and Welfare (MHLW) published on the official gazette the last batch of 196 chemical substances as existing chemical substances under the Industrial Safety and Health Law (ISHL). Usually, new chemical substances which have been registered as per the ISHL will be published four times each year (in March, June, September, and December, respectively). This year, five batches of these substances were released, as the missing substances in the previous batch published in September were released in November. (CL news)

Vietnam Proposes Thresholds for POPs in Specific Products
Vietnam's Ministry of Natural Resources and Environment (MONRE) is consulting on National Technical Regulation on Thresholds for Persistent Organic Pollutants in Articles, Products, Goods and Equipment (hereinafter referred to as the draft NTR), which was published on November 12, 2021. The deadline for comments is January 12, 2022. The draft NTR is expected to be applied from January 1, 2023, to businesses that import, produce, trade and use articles, products, goods and equipment containing POPs in Vietnam. (CL news)
Vietnam Issues Decree No. 111/2021/ND-CP with New Rules for Goods Labeling December 9, 2021 (December 9, 2021)
On December 9, 2021, the Government of Vietnam issued Decree No. 111/2021/ND-CP amending and supplementing Decree No. 43/2017/ND-CP on goods labeling. The Decree will take effect on February 15, 2022. (CL news)

Philippines to Reduce Its HFC Imports by 80% by 2045
On October 13, the Philippines' Department of Environment and Natural Resources (DENR) issued a chemical control order (CCO) for hydrofluorocarbons (HFCs) to regulate, restrict and prohibit their import, export, use, manufacture, transport, processing, storage, possession and sale. All HFC importers, dealers, resellers, and retailers and service providers must register with the Environmental Management Bureau (EMB). (CL news)

India Delays Implementation of Quality Control Orders for Five Chemicals (December 24, 2021)
On December 24, 2021, India’s Department of Chemicals and Petrochemicals (DCPC) published circulars to delay the implementation of mandatory Bureau of Indian Standards (BIS) quality control orders (QCOs) for five chemicals. Scheduled to be effective on December 24, 2021, they will be implemented on June 22, 2022. (CL news)

Malaysia Consults on Updates of Substances Prohibited to Use under OSHA 1994 ( December 22, 2021)
On December 22, 2021, Malaysia’s Department of Occupational Safety and Health (DOSH) published a notice to seek public feedback on the amendments to the schedule of substances prohibited to use according to the Occupational Safety and Health (Prohibition of Use of Substances) Order (Amendment 202X) under the Occupational Safety and Health Act (OSHA) 1994. The consultation started on December 24, 2021 and will end on February 24, 2022. (CL news)
