On June 7, 2022, the Ministry of Ecology and Environment of the People’s Republic of China (MEE) issued a notice to make public the ‘HJ 1257-2022 Chemical substances environmental management - Terminology for testing of chemical substances’ (hereinafter referred to as the Standard), which specifies the terms and definitions for testing commonly used in the environmental risk assessment of chemical substances. China to Inspect Operations of Dangerous Goods at Ports (June 8, 2022)
On June 8, 2022, the Ministry of Transport of the People’s Republic of China (MoT) issued a notice to strengthen the safety operation of dangerous goods at ports in summer. Due to the high temperature and the increasing frequency of storm/lightning/typhoon in summer, the flammable, explosive, toxic, corrosive, or volatile dangerous goods are likely to cause safety risks or accidents if they are not properly operated at ports. China Starts Inspections on Approvals of Special Permit for Monitored Chemicals Production (June 16, 2022)
The Ministry of Industry and Information Technology of the People’s Republic of China (MIIT) announced on June 16, 2022 (announcement) the launch of a campaign to inspect and supervise the compliance of monitored chemicals production. Inspections on the approvals that were granted after July 1, 2021 for the special permit for monitored chemicals production should be carried out by provincial authorities, followed by the corresponding supervision. On June 24, 2022, the Ministry of Ecology and Environment of the People’s Republic of China (MEE) released the Draft Classification Catalogue of Solid Wastes (hereinafter referred to as the Catalogue) to solicit public comments until July 20, 2022. The Catalogue is drafted according to the Law on the Prevention and Control of Environmental Pollution by Solid Waste (hereinafter referred to the Law) to clarify the classification of solid waste and facilitate the identification and tracking of solid waste in the whole management process. Dangerous Goods Shall be Declared within 24 Hours before Arriving at Shanghai Port (June 24, 2022)
On June 24, 2022, the Shanghai International Port Group (SIPG) issued the Notification on Further Strengthening the Safety Management for Hazardous Chemicals Containers, requiring shipping companies and agents involving certain hazardous chemicals to submit the Declaration of Operation of Dangerous Goods at Ports (annexed to the Notification) within 24 hours prior to arrival at the Shanghai Port since July 1 of 2022. With the Measures for the Environmental Management Registration of New Chemical Substances (a.k.a. MEE Order No.12) in effect, the Solid Waste and Chemical Management Center of the Ministry of Ecology and Environment (SCC-MEE) has released a series of FAQs to help enterprises fulfill their obligations under the Measures. On June 13, 2022, South Korea’s Ministry of Environment (MOE) issued a notice (hereinafter referred to as the Notice) on conducting safety investigation of approved consumer chemical products in 2022. According to Article 7 of the Consumer Chemical Products and Biocides Safety Act (K-BPR) and Article 9 of the Framework Act on Product Safety, MOE shall conduct safety investigation on the consumer chemical products under K-BPR every year. South Korea Consults on Hazard Assessment Results of Chemical Substances Registered under K-REACH
On May 31, 2022, South Korea’s National Institute of Environmental Research (NIER) issued the NIER Announcement No.2022-240, seeking public comments on the updates of hazard assessment results of new and existing chemical substances that were previously registered and assessed under K-REACH. These registered substances were issued with English chemical names, CAS No., corresponding hazard properties, classification and labeling information, as well as the determination of whether it is classified as toxic chemical. A New Round of Revision to Australian Dangerous Goods Code is Coming
The Australian Code for the Transport of Dangerous Goods by Road & Rail (a.k.a. ADG Code) was initially published in 1980 to provide consistent technical requirements for the land transport of dangerous goods within Australia, which adopted the structure, format, definitions and concepts of the United Nations Recommendations on the Transport of Dangerous Goods Model Regulations (hereinafter referred to as the UN Model Regulations) while retaining some Australian specific provisions. It is given legal force in each Australian state and territory by laws that incorporate the code as law. (CL news)
