China
China MEE held a press conference on May 27 to introduce the legislative progress of the Ecological and Environmental Code. As China's first code concerning ecological and environmental management, this Draft Code represents a significant milestone in the country's legislative history. It consists of five sections: general principles, pollution prevention, ecological protection, green and low-carbon development, legal responsibilities, and supplementary provisions, totaling 1,188 articles. In May 2025, the Philippine Environmental Management Bureau under the Department of Environment and Natural Resources (DENR-EMB) released a draft list of chemicals proposed for inclusion in the Philippine Inventory of Chemicals and Chemical Substances (PICCS). Europe
On May 5, 2025, the European Commission adopted draft amendments to the EU POPs Regulation (EU) 2019/1021 concerning UV-328 and perfluorooctanoic acid (PFOA), as well as its salts and related compounds. The draft proposes to include UV-328 in Annex I of the POPs Regulation for control, due to its potential to cause damage to the liver and kidneys and its endocrine-disrupting effects. Furthermore, the draft amends the exemptions for PFOA and its salts and related compounds in Annex I, setting a specific limit value for use in firefighting foam and extending the validity period of this exemption. On May 13, 2025, EPA released an interim final rule to extend the data submission period for the TSCA PFAS reporting rule. The data submission period now begins on April 13, 2026 and ends on October 13, 2026, with an alternate end date for small manufacturers reporting exclusively as article importers of April 13, 2027.
