Global Chemical Regulation Highlights | September 2022

In September of 2022, China MEE released the Draft List of New Pollutants for Priority Management. South Korea opened a public consultation on rules of using non-testing methods for chemical registration under K-REACH. Japan sought hazard information on 3 ‘default candidate substances’. India published the Hydrogen Peroxide (Quality Control) Order, 2022. Australia announced the addition of 6 substances to AIIC. EU consulted on the introduction of new hazard classes. US EPA proposed to stop the authorized use of PFASs in antimicrobials.

South Korea


South Korea opened a public consultation on the draft revision to the Regulation on Registration Application Dossier Preparation, Hazard Evaluation Methods, etc., which specifies non-testing methods for chemical registration under K-REACH and adds new exemption criteria for testing items. (Read more)

On September 9, 2022, Japan published the 2023 Notification Schedule for Manufacture and Import of New Chemical Substances. The schedule listed deadlines for submission of preliminary examination materials and notification. Businesses must submit applications within the specified time. (Read more)

Australia


On September 21, Australia made a public notice to announce the addition of 6 chemicals to the Australia Inventory of Industrial Chemicals (AIIC). According to Section 82 of the Industrial Chemical Act 2019, these 6 chemicals were added into AIIC because 5 years have passed since the assessment certificates were issued. India, Vietnam, and the Philippines


India published the Hydrogen Peroxide (Quality Control) Order, 2022 to replace the previous version issued in 2020. The Order stipulated that hydrogen peroxide in forms of goods or article shall meet the requirements specified in the corresponding Indian standard. (Read more)

European Union


On September 20, 2022, the European Commission released a public invitation to seek comments on a draft act that would introduce new hazard classes (e.g., the category for ‘suspected’ endocrine disrupting chemicals) as part of its revision to the CLP Regulation. The public consultation is due by October 18, 2022. (Read more)

Brazil


In September 2022, Brazil’s Association of Technical Standards (ABNT) published the third draft of ABNT NBR 14725: Chemicals – Information about Safety, Health and Environment – General Aspects of the Globally Harmonized System (GHS), Classification, SDS, and Labeling of Chemicals. This proposed version is set to adopt the 7th revision of the UN GHS. The consultation period ends on October 27, 2022. Compared with the current ABNT standards, the third draft has some major updates in hazard classification, labeling and SDS, etc. (Read more


North America


On September 1, 2022, the U.S. Environmental Protection Agency (EPA) is proposing to remove 12 chemicals identified as per- and polyfluoroalkyl substances (PFAS) from the current list of inert ingredients approved for use in pesticide products to better protect human health and the environment.
