China MEE Publishes New Chemical Record Notification Statistics in the Second Half of 2021 (February 9, 2022)

On February 9, 2022, the Chinese Ministry of Ecology and Environment (MEE) published 4,362 new chemical substances record notifications that were received in the second half of 2021, including their applicants and the corresponding representative agent (if have), time for record notification, receipt number, and the number of new chemical substances. Compared with the first half of 2021, the number of record notifications is increased by 1,714. (CL news)

China Implements New Hazchem Registration Online System (February 16, 2022)

Taiwan, China

Taiwan Removed 23 Designated Priority Management Chemicals and Re-categorizes Others under Regulations Governing Designating and Handling of Priority Management Chemicals (February 14, 2022)

On February 14, 2022, Taiwan Ministry of Labor released the amendments to the List of Designated Priority Management Chemicals in accordance with the Article 2 of the revised Regulation Governing Designating and Handling of Priority Management Chemicals. The amendments will come into effect on April 1, 2022. (CL news)


Japan

Japan Consults on SDSs Delivery in Digital Forms (February 1, 2022)

On February 1, 2022, Japan's Ministry of Economy, Trade and Industry (METI) consulted to revise the Ministerial Ordinance Specifying the Method of Provision of Information on the Properties and Handling of Designated Chemical Substances, etc under the Pollutant Release and Transfer Register (PRTR) Law to allow SDS delivered via email or web in addition to fax. The deadline for comments is March 3, 2022. (CL news)


South Korea

Updated Existing Chemical Hazard Assessment Results Under K-REACH (February 11, 2022)

On February 11, 2022, the National Institute of Environmental Research (NIER) issued NIER Announcement No.2022-10, making public the hazard evaluation results of 30 existing chemical substances (Given number as 2022-170~2022-199) that were registered and reviewed under K-REACH from January to March 2021. 28 of these substances are toxic. (CL news)

South Korea Expands the Exemption Scope of K-CCA to Avoid Duplicative Management (February 13, 2022)

On February 13, 2022, the South Korean Ministry of Environment (MoE) announced that products, which have been designated as “household chemical products subject to safety confirmation” or have obtained biocidal product approval under the Act on Safety Management of Household Chemical Products and Biocides (a.k.a. K-BPR), can be exempted from Chemical Control Act (a.k.a. K-CCA) since February 14, 2022 to avoid duplicative management. K-CCA and its subordinate regulations are under amendment to adopt such exemptions. (CL news)

162 Substances to Be Added for Priority Management under K-REACH (February 16, 2022)

South Korea is now consulting on designating 54 types of chemicals (in total 162 substances) subject to priority management by MoE Notice No. 2022-38[1]. They are confirmed to have hazard of endocrine disorder, PBT, vPvB, or CMR corresponding to designation criteria under K-REACH. The consultation will end by February 17, 2022. (CL news)


Australia

Australia Consults on 10 Draft Evaluation Statements Covering 1,417 Industrial Chemicals (January 31, 2022)

On January 31, 2022, Australia published a notice to seek public feedback on 10 draft evaluation statements, covering 1,417 industrial chemicals. The consultation will end on March 28, 2022. (CL news)

Australia Adds 10 Chemicals into the Australian Inventory of Industrial Chemicals (February 17, 2022)

On February 17, 2022 and February 18, 2022, Australia make public two notices to announce updates of the Australia Inventory of Industrial Chemicals (AIIC). (CL news)


Thailand

Thailand FDA to Update Label Requirements for Hazardous Chemicals (February 9, 2022)

On December 14, 2021, Thailand’s Ministry of Public Health notified WTO of the draft amendments on the Notification of the Ministry of Public Health Re: Labels of Hazardous Substances Responsible for the Food and Drug Administration B.E. 2558 (2015) (Notification No. G/TBT/N/THA/652) for comments until February 12, 2022. As proposed, the signal word (danger/warnings) will be a mandatory label element for small containers. (CL news)

Thailand DIW Consults on Adding PFOA, Its salts, and PFOA-related Compounds to the List of Hazardous Substances (February 9, 2022)

On February 9, 2022, Thailand’s Department of Industrial Works (DIW) issued a notice to solicit public comments on adding PFOA, its salts, and PFOA-related compounds (eight substances) to the Annex 5.1 of the List of Hazardous Substances (hereinafter referred to as 'List'). In addition, they will be classified as Type 3 and Type 4 substances due to specific conditions. The consultation will due on February 25, 2022. (CL news)

Thailand Amends Rules on Application for Permit of Type 3 Hazardous Substance (February 11, 2022)

On February 11, 2022, Thailand’s Department of Industrial Works (DIW) announced to solicit public comments for the draft amendments to the Ministerial Regulation B.E 2537 (1994) issued under Hazardous Substance Act B.E. 2535 (1992), prescribing rules on the application for, or the issuance/modification of the permit of import/export/production/possession of Type 3 hazardous substance via online system. The consultation will be due on February 28, 2022. Once approved, this new ministerial regulation will come into force ninety days from the date of its publication on the Government Gazette. (CL news)


India

India Delays Implementation of Quality Control Orders for Four Substances (January 31, 2022)

On January 31, the Bureau of Indian Standards (BIS) published a circular to delay the implementation of mandatory quality control orders (QCOs) for four substances. They were supposed to be implemented in February, 2022. Now the QCO for morpholine will be implemented on August 1, 2022, and the others will become effective on August 3, 2022. (CL news)

India’s Department of Chemicals and Petrochemicals (DCPC) published circulars to extend the implementation date of mandatory Bureau of Indian Standards (BIS) quality control orders (QCOs) for five chemicals to June 22, 2022. They were supposed to be implemented on December 24, 2021. (CL news)

India Consults on National Standard for 3,4-dichlorophenyl Isocyanate (February 14, 2022)

Published on February 14, 2022, the Bureau of Indian Standards (BIS) is consulting on a draft Indian Standard (IS) for 3,4-dichlorophenyl isocyanate. The deadline for comments is March 16, 2022. (CL news)


The Philippines

The Philippines Consults on the CCO for Vinyl Chloride (February 14, 2022)

Recently, the Philippines' Department of Environment and Natural Resources (DENR) consulted on a chemical control order (CCO) for vinyl chloride[1]. It will take effect fifteen days after publication. (CL news)
