China Releases Guidelines on Unified Market Including Carbon Market (April 10, 2022)

On April 10, 2022, CPC Central Committee and State Council unveiled the Opinions on Accelerating the Construction of National Unified Market (hereinafter referred to as " Opinions"), which aimed to accelerate the establishment of the unified market system and rules and enable the smooth flow of commodity factors and resources on a larger scale. China Issues Standard on Carbon Financial Products (April 12, 2022)

On 12 April 2022, the China Securities Regulatory Commission (CSRC) issued a standard JR/T 0244-2022 Carbon Financial Products (hereinafter referred to as the "Standard"), which came into force upon promulgation. (CL news)

China Consults on Over 300 Industrial Standards (April 15, 2022)

On April 15, 2022, China’s Ministry of Industry and Information Technology (MIIT) issued a notice consulting on 315 industrial standards, English translations of 28 standards, and 5 standards for standard samples of aluminum alloys. (CL news)

BFA Report on Asian Actions toward Green Transition (April 20, 2022)

30 Apr 2022: Deadline for Annual Reporting of China New Chemical Substances

China’s Solid Waste and Chemicals Management Center (SCC) issued a notice on January 22, 2022 to notify certificate holders to submit annual report of 2021 through the online submission system before April 30, 2022. There’s no need to mail the original paper version. (CL news)


Taiwan, China

Taiwan Requires SDS Submission for 10 Priority Management Chemicals (April 8, 2022)

On April 8, 2022, Taiwan’s Ministry of Labor (MoL) published a notice to require handlers of ten priority management chemicals (including mixtures containing over 1% (w/w) of such chemicals) to submit Safety Data Sheet (SDS) as supplementary information through the online PRochem platform before May 6, 2022. Taiwan EPA Prohibits Chlorpyrifosmethyl and Chlorpyrifos for Environmental Agents (Updated on Apr.15)

On March 4, 2022, Taiwan’s Environmental Protection Administration (EPA) announced the amendments to the Prohibited Ingredients for Environmental Agents and Inspection Methods (hereinafter referred to as Regulation).

On April 15, 2022, Taiwan's Counscil of Agriculture, Executive Yuan issued a notice for the promulgation of the Regulations Governing the Ban on Chlorpyrifos. Besides the regulations specified in the amendments below, the authority also prescribes that the export, sale and uses of Chlorpyrifos is prohibited from January 1, 2026. (CL news)

Taiwan Starts Inspections on over 2,000 Enterprises Handling CMRs

Chronic exposure to carcinogens, mutagens and reproductive toxicants (CMRs) in the workplace may considerably increase the risk of occupational diseases. In Taiwan, 465 occupational cancers have been diagnosed in the past three years. Approximately 260,000 workers are exposed to CMRs, and most of them worked in electroplating plants, high-tech factories (e.g., semiconductor-related factories), etc. Thus, the Taiwan Occupational Safety and Health Administration, Ministry of Labor (MoL) has made CMRs exposure precaution a key priority for occupational disease prevention in the following five years (2022-2027). Japan

Japan Updates Priority Assessment Chemical Substances List (April 1, 2022)

On April 1, 2022, the Japanese Ministry of Economy, Trade and Industry (METI) announced the addition of four substances to the list of Priority Assessment Chemical Substances (PACs) under the country’s Chemical Substance Control Law (CSCL). Another notice issued on the previous day made public the removal of thirteen substances from it. (CL news)


South Korea

South Korea Initiates MSDS Self-check Campaign, Followed by Official Inspection (April 8, 2022)

On April 8, 2022, South Korea's Ministry of Employment and Labor announced to initiate a national wide supervision campaign on MSDS. Korean manufacturers and importers are required to review internal management on MSDS and fill in the self-checklist from April 11, 2022 to May 31, 2022. The Basin/Regional Departments of Employment and Labor conduct spot checks from July 2022 on the compliance of units and rectify issues uncovered. (CL news)

South Korea Publishes English Guidance on Chemicals Verification under CCA (April 11, 2022)

Recently, South Korea’s Ministry of Environment issued the Guidance on the Chemicals Manufacture · Importation Procedures to facilitate the verification of chemicals under the Chemicals Control Act (CCA). The English version was issued for reference. (CL news)

South Korea to Update Toxic Substances List and GHS Classification List (April 18, 2022)

On April 18, 2022, South Korea’s National Institute of Environmental Research (NIER) issued two notices (NIER Announcement No.2022-158 and NIER Announcement No.2022-159), seeking public comments on the amendments to the Toxic Chemical Substances List (TCSL) and the GHS Classification List. South Korea Requires Submission for Recyclability Data of Packaging Materials before April 15

On March 29, 2022, the Ministry of Environment (MOE) published a notice to require the relevant enterprise to submit the delivery and import data1 of the products and packing materials before April 15, 2022. (CL news)

South Korea Announces Updates to Priority Management Chemicals under K-REACH, 162 Substances Added and 4 Removed (April 27, 2022)

South Korea's MoE newly designated 54 types of chemicals (in total 162 substances) subject to priority management. They are confirmed to have hazard of endocrine disorder, PBT, vPvB, or CMR corresponding to designation criteria under K-REACH. In addition, 4 chemicals previously designated were deleted since they are now listed as prohibited substances. (CL news)

Updated New Chemical Substances Hazard Assessment Results under K-REACH (April 27, 2022)

On April 27, 2022, South Korea’s National Institute of Environmental Research (NIER) issued NIER Announcement No.2022-17, making public the amendments to the hazard assessment results of new chemical substances registered under K-REACH, which came into effect immediately. (CL news)

Australia Consults on Removing a Wrongly Listed Chemical from AIIC (April 8, 2022)

On April 8, 2022, the Australian Government issued a notice to publicly solicit comments on removing a chemical (CAS No. 1428963-39-6) from the Australian Inventory of Industrial Chemicals (AIIC). The consultation will end on June 3, 2022. (CL news)

Australia Consults on 27 Draft Evaluation Statements Covering 157 Industrial Chemicals (April 22, 2022)

On April 22, 2022, the Australian Government published a notice1 to seek public comments on 27 draft evaluation statements, covering 157 industrial chemicals. (CL news)

Australia Updates Guide on Categorization of Chemicals at the Nanoscale

For introducers (importers or manufactures) who introduce industrial chemicals to Australia, it’s necessary to affirm the introduction categories that apply to the chemicals imported or manufactured in Australia. The Categorization Guide, which was first released in 2020 by the Australian Government, is a step-by-step instruction for introducers to categorize their chemical introduction as listed, exempted, reported or assessed. Thailand

31 Aug 2022: Deadline for 2021 Annual Report on Safety Storage of Hazardous Substances under the Authorization of Thailand DIW (April 11, 2022)

On April 11, 2022, Thailand Department of Industrial Works (DIW) published in the Government Gazette the revised regulation Notification of the Department of Industrial Works Re: Criteria and Procedures for Registration of Specialized Person Responsible for Safety Storage of Hazardous Substances and Reporting of Safety Storage of Hazardous Substances under Authorization of DIW (Notification B.E. 2565 (2022), hereinafter referred to as Notification). The Notification took effect on May 1, 2022, and the previous version Notification B.E. 2551 (2008) was repealed at the same time. (CL news)

Thailand DIW to Update the List of Hazardous Substances under Hazardous Substances Act

On March 31, 2022, Thailand’s Department of Industrial Works (DIW) notified WTO of the draft amendments to the List of Hazardous Substances under the Hazardous Substance Act B.E. 2535 (1992) (Notification G/TBT/N/THA/659, hereinafter referred to as Notification) for comments until May 31, 2022. As per the Notification, the DIW drafted some amendments to revise and add certain hazardous substances on the list of hazardous substances. Such amendments are proposed to facilitate the proper control measures for certain concerned substances in line with the Stockholm Convention on Persistent Organic Pollutants. (CL news)

Thailand Revises TIS 685 for Toy Safety

On March 25, 2022, Thailand’s Ministry of Industry issued on the Government Gazette the revised standard TIS 685-1:2562 (2019) for toys safety. It will come into force on September 22, 2022, replacing TIS 685 (1997). (CL news)

 

India

India Publishes Quality Control Orders for 8 Chemicals (April 27, 2022)

On April 27, 2022, India's Ministry of Chemicals and Fertilizers published Quality Control Orders for 8 chemicals, which will come into force 181 days after their promulgation in the Official Gazette. The Orders do not apply to chemicals for export only. (CL news)

India to Revise Standards for Two Raw Materials for Paints and Varnishes (April 27, 2022)

On April 27, 2022, the Bureau of Indian Standards (BIS) published the draft amendments to two standards for barium sulphate and rutile titanium dioxide, which are used as raw materials in paint industry. The comments are welcome until: 30 June for barium sulphate and 5 July for rutile titanium dioxide. (CL news)

India Consults on Draft Revised Standard for Carbon Tetrachloride (April 29, 2022)

On April 29, 2022, the Bureau of Indian Standards (BIS) published the Third Revision of Indian Standard (IS) 718 Carbon Tetrachloride – Specification (hereinafter referred to as the Standard). The deadline for comments is June 28, 2022. (CL news)

Singapore to Revise SS 586 for GHS Classification, Labelling and SDS Preparation (April 2, 2022)

On April 2, 2022, the draft revisions to Part 2 and Part 3 of the SS 586 series for the GHS classification, labelling and SDS were released for a 2-month public consultation until June 6, 2022. The amendments were proposed to adopt the GHS Rev.7. (CL news
