GHS Regulation System
In Vietnam, GHS implementation is mainly governed by the Law on Chemicals and Circular No. 01/2026/TT-BCT.
The GHS requirements has applied for substance from March 30, 2014 and mixtures from March 30, 2016.
Classification
As per the Law on Chemicals 2025, chemicals shall be classified according to the rules and technical guidance of UN GHS Rev.2 (2007) onwards. Building blocks from GHS Rev.2 onwards can be adopted for chemical classification in Vietnam.
General instructions and criteria for chemical classification shall be referred to Appendix XV to Circular 01/2026/TT-BCT.
Labeling
The official label language is Vietnamese. For certain contents like international names or scientific names of chemical formula, names and address of foreign business may be presented in English.
The labeling elements include the basic UN GHS requirements and other compulsory content as stipulated under Decree 43/2017/ND-CP, including:
Chemical name: IUPAC name, trade name, other name (if any)
Chemical identification number: Hazardous ingredients that contribute to acute toxicity, skin corrosion, serious eye damage, germ cell mutagenicity, carcinogenicity, reproductive toxicity, skin and respiratory sensitization must be shown on the label.
Hazard pictograms
Signal words: “Danger” or “Warning” or none.

Composition or content
Manufacturing date
Expiry date
Name and address of the responsible entity: For goods imported into Vietnam by sale agents directly for foreign traders, their labels must show the name and address of the manufacturer and sales agents.

There are no specific requirement for label size. The place of label shall be in accordance with Decree No. 43/2017/ND-CP.
In case the size of a label is too small to contain all compulsory information, only chemical name, responsible entities information and chemical origin are required to be stated on the label and the remain information shall be specified in the package insert and shall be mentioned “ Read more information mentioned in the safety data sheet or other information specified in the package insert.”
SDS
Organization, individual manufacturing and importing hazardous chemicals based on GHS Rev.2 shall prepare safety data sheet (SDS). For mixtures, hazardous ingredients that are present above the following thresholds shall be stated on SDS:

The SDS should include the following 16 headings consistent with the UN GHS requirement and needs to be updated whenever necessary to ensure correct and updated:

16. Other information including information on preparation and revision of the SDS
